FINANCE-FIRE-RECREATION-ADMINISTRATION
COMMITTEE MINUTES
TUESDAY, AUGUST 2, 2005


The meeting of the Evendale Council Committee for Finance, Fire, Recreation and Administration was called to order at 7:00 pm.  Councilmembers Albrinck, Smiley-Robertson and Vonderhaar were present.

Fire    

Chief John Vail was in attendance for the Fire Committee meeting.  

1.      The Chief requested authority to transfer $2,000 from travel and mileage to training and education.  He indicated that we would be getting the money back through a grant.  It is being used to send two firefighters to firefighting school, but that there is no money available under that line item.

2.      National Incident Management System (NIMS)   This is a Federal program to make sure that all safety service providers are on the same page.  Essentially, it is the Federal government requiring that all municipalities play together by their rules or that we will not get anymore grants or any other funding.  Participation in this plan does require a resolution; therefore, the Chief will prepare that for the next Council meeting.  

3.      Personal Leave.  This has been an ongoing issue with the Fire Department.  Currently the Police Department receives twenty hours of paid personal leave where the Fire Department only receives sixteen hours.  Chief Vail argued that due to the nature of their 24 hour shifts that they should be granted 24 hours.   Councilmember Albrinck suggested that this was not so much a shift leave issue, but more an issue on the number of hours that should be granted for personal leave.  All members concurred that this was more based out of the need for firefighters to take care of personal issues and therefore not requiring the entire shift off.  After Chief Vail left the meeting, the committee members discussed this further, and upon motion by Councilmember Vonderhaar, seconded by Councilmember Smiley-Robertson, it was agreed that in order to be fair and consistent with the Police Department, that we would grant twenty hours of leave at the discretion of the Chief and that the Chief would have the authority to grant an additional four hours of unpaid leave.  That would allow anyone who needed to take an entire shift off for personal issues, i.e. funeral out of town, they would not be subject to reprimand and could take care of their personal needs.  

Recreation.

Dave Nichols was not in attendance.  He did indicate in communication prior to the meeting that he is still is working on the sexual predator policy and that the Rec. Commission is continuing to look at possible grant opportunities





Administration.

George Snyder was not in attendance.  He was excused due to a funeral.  He did leave a note with a proposed ordinance adopting a drug policy for all employees including part-time and seasonal.  This issue will be referred to Tim Burke for guidance.  

Having no further items for discussion and on motion by Mrs. Smiley-Robertson,
seconded by Mr. Vonderhaar, the meeting adjourned.
